Baku city Executive Power

After Baku became a province capital in 1860, its executive authorities had the following names:

  • The Baku City Duma established in 1870. One of the richest administrations in the Russian Empire.
  • The Executive Committee of the Working Deputies Council of Baku - 1939-1977
  • The Executive Committee of National Deputies Council of Baku - 1977-1991
  • The Executive Power of Baku City - 1991

The Executive Power of Baku City is headquartered on 4, Istiglaliyet Street. The construction of the building of the Executive Power of Baku City commenced in 1900 and finished in 1904. Polish architect I. Goslavski (born in Warsaw in 1865 and died at the age of 39 in 1904. Head architect of Baku in 1892) widely used the baroque style and classic construction methods in the construction of this building. This building was the architect's last work. The facade was decorated with red brick, brought for this purpose from Italy, and colored marble. The central part of the building facade bears the emblem of Baku. Three golden torches in the central part of the emblem symbolize Azerbaijan as the land of fire.

The executive authorities of Baku are headed by the head of the executive power, appointed by decree of the President of the Republic of Azerbaijan in accordance with the article 124 of the Constitution of the Republic of Azerbaijan, and the Regulations "On local executive authorities". The head of the executive power of Baku is the authorized person of the President of the Republic of Azerbaijan within the city limits, with the following liabilities:

  • the executive power of Baku shall carry out the commissions and decrees of the President of the Republic of Azerbaijan and within its competence resolve socio-economic problems within the limits of Baku, in accordance with the regulations "On local executive authorities";
  • recruits the staff as stipulated by the regulations, appoints and dismisses the heads of departments, administrations, enterprises and organizations as stipulated by law, and cancels their acts, which are found to contradict with law;
  • concludes legal contracts with the appropriate state bodies, local and foreign individuals and legal entities within the competence of local executive authorities;
  • provides the appropriate conditions for citizens to apply with written and oral complaints and suggestions to the appropriate territorial units of the executive authorities and subordinate institutions, as well as to administrations and organizations, ensures the consideration and responding to applications as stipulated by law, and takes into consideration justified proposals from the population;
  • ensures the holding of elections, referendums and discussions as stipulated by law;
  • raises the problems regarding city development before the appropriate executive authorities;
  • provides the population with the information regarding activities of district executive authorities by means of mass media;
  • fulfills the president's tasks together with the heads of district executive authorities; accepts reports from the heads of district executive authorities;
  • accepts the appropriate proposals from heads of district executive authorities in the development of economic, social and environmental programs, that are funded from the state budget;
  • ensures the cooperation between the heads of district executive authorities in the management of administrative units, efficient resolution of problems concerning Baku, and resolution of socio-economic development and other problems of the city within their competence;
  • cancels those acts of district executive authorities which do not meet legal requirements.
